Dr. Nassar earned his M.S. and Ph.D. degrees in Electrical Engineering & Computer Science, from North Carolina State University at Raleigh, N.C, USA (1974-1979), And a B.S Degree in Electrical Engineering & Computer Science (1971) from Alexandria University in Egypt.

Through a progressive 24-year career, Dr. Nassar has developed proven leadership, effective communication capabilities, and diversified experience in Corporate Management, Business Development, International Sales & Marketing, and Academic/Industrial Teaching. The following is a partial list of Dr. Nassar’s major responsibilities and accomplishments:

  • Deputy General Manager and Head of Sector for Coordination & Monitoring – Technical Secretariat of Egypt’s Social Fund for Development (2004-Present), Dr. Nassar was appointed as Head of the National Council for Coordinating the Implementation Activities of Egypt's Small Enterprise Development Law # 141 issued in June 2004. Dr. Nassar authored the original draft of the Small Enterprise Development Law and was a key contributor to passage of this Law through the Egyptian Parliament. Dr. Nassar is currently a leading expert to develop the National Strategy for the Development of Small & Micro Enterprises, and was a principal reviewer of the National Strategy for Microfinance, announced in December 20, 2005.

  • Lead Expert & Project Director, "Gulf Area Network of Business Development Services (BDS) for Small Enterprises", Manpower Restructuring Program, Government of Kuwait in Cooperation with the Islamic Development Bank(May 2005-Present).
  • Vice-President of The Small Enterprise Development Organization, Egypt’s Social Fund for Development (2000-2004).
  • Senior Advisor to the SFD Managing Director (1998-2002).
  • Adjunct Professor in the School of Business, Economics and Communication at the American University in Cairo (2000-2001).
  • Chairman of the Engineering Technology Department at Missouri Western State University in Missouri – USA (1996-1998).
  • Sales & Marketing Director for Raychem Corporation in California – USA (a Fortune 300 International High-Technology Polymer Manufacturer (1980-1996).
  • Industrial & Academic Teaching – Dr. Nassar developed and taught various courses at several US Academic & Industrial Institutions, in the areas of Small Business Development, Organizational Design, International & Technical Sales, Marketing Management, Business Management & Development, Electrical & Electronics Engineering, Computer Engineering & Simulation Analyses, and Applied Mathematics. Directed M.S. Theses in MBA programs in the USA & Egypt.
  • Conference Presentations & Research Publications – Dr. Nassar is a leading speaker in various Egyptian & International conferences & seminars. Authored/co-authored various research papers in the areas of SME Development, Services & Support, Technology Applications for SMEs, Solar Energy Utilization & Microcomputer Automation for On-line Process Control, Industrial Heat-tracing Applications in Oil & Gas Industries, and Optimization of Linear Feedback Control Systems.
